Added 'Starting a New Page' Section and made several formatting changes

Hey there guys/gals. Since I've just gotten back into using the Wiki for an upcoming mini-project I'm working on, I thought I'd also spruce up this page a little by adding information and several changes to this page as I acquaint myself with the tools the Wiki offers.

I added a section on how to start a new page, as I unfortunately had trouble finding that out myself. I also added several links to outside websites that provide in-depth information and Wiki Help.

I've also made several formatting, spacing, sizing, and text changes to the entire section under [CoCWiki:Wiki Help_Basic Formatting]

I have to add that although I tried my best to improve the section, I still feel that the 'Basic Formatting' section appears a bit too...spaced out, yet ironically somewhat cluttered as well. I suggest anyone with strong skills with the wiki take it on as a task to re-format this section that plays out easier on the eyes, and presents a better understandable explanation to newcomers to the Wiki.
